The two days of talks between delegations led by Xi Jinping's top economic emissary, Liu He, and President Donald Trump's trade tsar, Robert Lighthizer, are the highest-level negotiations since the two leaders sat down for dinner December 1. But American negotiators are looking for more structural changes in the trade relationship, including an end to China's intellectual property theft and the forced transfer of USA technology. Tariffs on China increase to 25% on March 1st, so all working hard to complete by that date! He has also threatened new tariffs on the remainder of Chinese goods shipped to the United States. The second of two days of talks are scheduled for Thursday.

"The idea of just grabbing (technology) however they can is kind of ingrained at this point", said Amanda DeBusk, chair of the global trade practice at Dechert LLP and a former Commerce Department official.

Specifically, US officials are attacking Chinese trade practices they say are unfair, spotlighting the forced transfer of American technology through requirements that foreign companies form joint ventures with local firms, as well as the alleged theft of American intellectual property through hacking.

"We hear rumblings or rumors there are some offers (by the Chinese delegation to Washington) around IP (intellectual property) enforcement, around the other sensitive issues".

The president has often complained about the US trade deficit with China - $335 billion in 2017 and on pace to surpass that for 2018. 3M Co joined Caterpillar, Nvidia and Apple to blame weakening Chinese demand for revenue and profit shortfalls.

The U.S. and China - the world's largest economies - engaged in a bitter tariff fight past year over a number of issues including the their bilateral trade imbalance, alleged intellectual property theft by Chinese firms and Beijing's industrial subsidies that put American firms at a disadvantage.
