Temperatures in Chicago plunged to minus 20 degrees early Wednesday, breaking the day's previous record low set in 1966, though wind chills in northern IL made it feel as cold as negative 57 degrees.

Outside in the deadly deep freeze, that's claimed more than a dozen lives since Sunday, including an 18-year-year University of Iowa student found dead on campus.

Homeless and displaced people were particularly at risk, with Chicago and other cities setting up warming shelters.

Chicago is expected to get some relief from the deadly polar vortex that gripped the city in subzero temperatures for a almost record-setting two-and-a-half days as experts said to prepare for "spring-like" weather this weekend. But many toughed it out in encampments or vacant buildings.

A 60-year-old woman was found dead in an abandoned house in Lorain, Ohio, was believed to have died of hypothermia.

"There's just no way if you're not near a heat source that you can survive for very long out in weather like this", Evans told the Chronicle-Telegram newspaper.

And signs of the bitter cold are all around - most notably surrounding the Chicago River, which is now "smoking" and starting to freeze over while in the powerful polar vortex's grip.

The brunt of the vortex will slam arrive n the middle of the week, according to US National Weather Service.

According to Accuweather's RealFeel temperatures-which calculates how the outside temperature is perceived by the average person-the Upper Midwest felt like minus 77 degrees on January 29, where it was reported at Thief River Falls, Minnesota.
