"Cyber security remains [a] top priority" for Huawei, the world's biggest manufacturer of telecom equipment, he said, while cautioning that the improvements would take time.

Enhancing our software engineering capabilities is like replacing components on a high-speed train in motion, ' Huawei's carrier business group president, Ryan Ding, said in the letter.

The Chinese telecoms firm has already pledged to spend $2bn (£1.5bn) addressing the security concerns outlined in the National Cyber Security Centre's (NCSC) annual report.

United States justice officials last month unveiled sweeping charges against Huawei, including against a top executive whose arrest in Canada on a U.S. warrant ratcheted up tensions between the two superpowers.

"It is a complicated and involved process, and will take at least three to five years to see tangible results".

Chancellor Angela Merkel's government has ruled out an outright ban targeting Chinese equipment supplier Huawei Technologies as the country moves toward building its ultrafast fifth-generation networks, according to a government official.

A spokesman for the parliament science and technology committee did not immediately respond to a request for comment. It also recently hit Huawei and its chief financial officer with charges of bank fraud, obstruction of justice and intellectual property theft. The law mandates any organization and citizen to support and assist national intelligence in their investigations and to keep information related to such investigations. There is also no evidence that Huawei's networking equipment has ever been used to spy for the Chinese government.

A hot potato: China is able to pump out mass quantities of low-cost tech products, but cellular networking equipment produced by Chinese companies is on the brink of a total ban from the United States according to administration insiders.

A spokesman from the National Security Council advised that the U.S.is "working across government and with our allies and like-minded partners to mitigate risk in the deployment of 5G and other communications infrastructure". People with knowledge of the matter said it will likely further criticise Huawei's slow response and detail tense relations with British officials.
