California Gov. Gavin Newsom will sign a sweeping order on Wednesday putting an executive moratorium on California's troubled death penalty, thus ordering a reprieve for the 737 people on death row. "And we should not be okay with the risk that an innocent person could be executed".

United States media report he plans to sign an executive order later on Wednesday, describing the death penalty as "inconsistent with our bedrock values".

"Here is the bottom line: Our death penalty system has been - by any measure - a failure", Newsom said in a statement, according to Politico.

Among those waiting on death row is Luis Bracamontes, an illegal immigrant who killed two law enforcement officers and said in court, "The only thing I [expletive] regret is I only killed two;" and Alberto Hinojosa Medina, who stabbed 21-year-old UCLA student Andrea Del Vesco 19 times in her apartment in Westwood in 2015 before setting the apartment on fire.

Voters shot down a proposed end to the death penalty by 4 points in 2014 and 6.4 points in 2016, reported Politico. After Newsom's term is up, the future governor could choose to resume overseeing executions or continue the ban. The state came up with a new lethal injection protocol in 2018 but has still been hamstrung by court challenges from the American Civil Liberties Union. The foundation is in favor of the death penalty and helped draft the 2016 resolution to fast track executions.

The last execution in California was when the state put Clarence Ray Allen, 76, to death on January 17, 2006. After that, a future governor could decide to resume executions.

"The moral leadership the governor is showing puts us in line with other countries and other states in terms of abolishing the death penalty", she said.

I commend Governor Newsom for his decisive action today to place a moratorium on the death penalty in California.

Missing from that list appears to be the families of the victims of those on death row.

President Donald Trump weighed in on Newsom's decision Wednesday morning, presumably after catching the news on Fox & Friends, and said he was "not thrilled" by the decision. Twenty-five of the death row prisoners have exhausted all appeals. Governor Newsom supported both initiatives. Four years later San Francisco District Attorney Kamala Harris, an ardent opponent of capital punishment, was narrowly elected as state attorney general. "Their system has had multiple innocence issues and is overrun with issues of racial and socioeconomic bias", said Conservatives Concerned about the Death Penalty in a statement. At the same time, a poll from PPIC found that most Californians preferred life imprisonment to the use of the death penalty.
